For many Ukrainian men of military age, the 'Rezerv+' app has become the primary tool for interacting with the military registration system. However, users are facing a difficult situation: paying a fine for a registration violation does not always mean the end of problems. Lawyers report cases where new fines appear in the system literally a few hours after the previous one has been paid.

How the fine system works

According to Tatiana Lebedeva, a criminal defense lawyer at the 'Actum' Law Firm, the process of fines appearing in the app is automated. Data on offenses, such as failure to appear for a summons, is pulled into the system within approximately seven days. After a citizen pays the fine and submits the corresponding application through 'Rezerv+', the status in their personal account is updated.

Usually, the procedure takes from three to five days, after which the user's profile becomes 'clean'. Nevertheless, successfully paying one fine does not guarantee that the process is over.

The 'infinite queue' effect

Legal practice has already recorded cases where a new fine appeared for a man of military age very shortly after paying the previous one. Tatiana Lebedeva noted that the timeframes can vary: from two hours to a week.

"It can happen, we have such clients, where a new fine appears after 2 hours, after two days, after a week, after 5 days," the lawyer said.

This happens because the system may record several violations committed at different times. Issuing fines one after another for different offenses is a very real situation. After paying the first one, the next one may be activated in the system.

Limitations and financial risks

It is important to understand that it is impossible to receive two or three fines simultaneously for the same violation. If a TCC (Territorial Recruitment Center) employee stops a person with a deferment who has not updated their data or failed to appear for a summons, only one protocol is drawn up and one ruling is issued.

Even with a legal deferment from mobilization, a single fine of 17,000 hryvnias will be issued for the mere fact of violating military registration rules. However, the cost of this fine can change significantly depending on the speed of reaction:

  • If paid within the first 10 days, the amount is 8,500 hryvnias.
  • In case of a delay of more than 15 days, the amount increases to 34,000 hryvnias.

Thus, for men of military age, it is critically important not only to respond promptly to summonses but also to carefully monitor the status of their fines in the app, understanding that paying off one debt may signal the appearance of the next.
