Driving violations in Ukraine can cost not only tens of thousands of hryvnias but also freedom of movement for years. In 2026, legislation provides for unprecedentedly strict measures for those who systematically ignore traffic rules. Lawyer Anna Ryabukha, in a comment to RBC-Ukraine, revealed the details of the most severe administrative penalties that can lead to the total loss of a vehicle.
The harshest penalty: systematic drunk driving
The absolute leader in terms of sanction severity is the article concerning repeated driving under the influence. If a driver has already been held liable under Article 130 of the Code of Ukraine on Administrative Offenses within a year and gets behind the wheel drunk again or refuses to undergo a medical examination, the consequences will be catastrophic.
In this case, the violator faces a triple blow:
- A fine of 51,000 hryvnias.
- Deprivation of driving rights for 10 years.
- Confiscation of the vehicle if it is owned by the driver.
This sanction is the strictest among all administrative penalties for motorists in the country. The state demonstrates zero tolerance for those who endanger the lives of others while driving in an intoxicated state.
Driving without a license: the price of error is 40,800 hryvnias
The second place in terms of penalty severity is occupied by repeated driving without a driver's license. This refers to situations where a person has never obtained a license or was previously deprived of it but still gets behind the wheel.
For such a violation, a fine of 40,800 hryvnias is provided. In addition, the driver may be deprived of the right to drive for a period of five to seven years. According to lawyers, many citizens mistakenly consider this a minor violation, but the law equates it to serious threats to road safety.
Attempts to hide intoxication and ignoring the court
Legislation also provides for measures against attempts to evade responsibility. A driver risks losing their license for three years in two cases:
- Repeated driving under the influence within a year.
- Consumption of alcohol or drugs after a traffic accident or police stop, but before the official medical examination.
This norm is aimed at eliminating the possibility of justifying oneself by claiming that alcohol was consumed only after the incident.
Separate responsibility awaits those who continue to drive while officially deprived of their license. For violating a court decision, a fine of 20,400 hryvnias is provided. This highlights the legislator's strict approach to the enforcement of court verdicts.
Comparison with ordinary violations
To understand the scale of liability, it is worth comparing these amounts with ordinary fines. For example, for exceeding the speed limit by more than 50 km/h, a driver will pay 1,700 hryvnias. Thus, penalties for systematic and dangerous violations exceed fines for typical offenses by 20–30 times.
As the lawyer notes, the state focuses its attention precisely on actions that create the greatest threat to life and health. The priority is the fight against drunk driving, refusal to undergo checks, and ignoring restrictions.
The future of Ukrainian traffic rules
Earlier, there were reports about the preparation of further changes to the traffic rules. The government plans to introduce a system of penalty points and a gradation of fines depending on the degree of speeding. There is also a discussion about expanding the network of automatic traffic cameras and tightening rules for electric scooter users against the backdrop of a rise in accidents involving them.
