France has officially confirmed plans to transfer Rafale fighter jets to Ukraine and grant rights for the production of modern munitions. This was announced by French President Emmanuel Macron following a meeting of the Coalition of the Willing. According to him, the first French fighters are expected to appear in the Ukrainian sky in 2028–2029.
Details of the agreement
Macron emphasized that current decisions are a continuation of agreements reached by the parties on November 17, 2025. As part of the new aid package, Ukraine will receive not only aircraft but also additional air defense systems, including radars and missiles.
Special attention is paid to the transfer of licenses for weapons production. France will allow Ukraine to produce Aster-30 missiles, SCALP cruise missiles, and AASM guided bombs. This will allow Kyiv to independently replenish stocks of critically important weapons and strengthen its positions on the front.
Creation of an anti-ballistic coalition
Recall that on July 13 in Paris, during a meeting of the Coalition of the Willing, an anti-ballistic coalition was created. The initiative was supported by ten European states, including Ukraine. Coalition members will jointly work on the development of missile defense systems and the creation of new means for intercepting ballistic missiles.
These steps demonstrate Ukraine's growing role in the European security system and strengthen the partnership between Kyiv and Western countries in the context of the ongoing conflict.
