In the face of a changing labor market and the need to adapt to new realities, Ukrainians have gained a powerful tool for professional growth. The government has launched a large-scale program allowing citizens to master a new profession or improve their qualifications for free. This initiative, implemented by the Ministry of Economy in collaboration with the State Employment Service, has already helped tens of thousands of people.
The key element of the system is the educational voucher. This document grants the right to free training at any licensed educational institution in the country. The mechanism is simple: the state reimburses the cost of the courses, and the citizen acquires relevant skills.
Who can use the program?
The program is social in nature and aims to support the most vulnerable categories of citizens, as well as those who need to change their line of work. Priority is given to the following groups:
- Combat veterans;
- Internally Displaced Persons (IDPs);
- People with disabilities;
- Citizens aged 45 and over.
According to Deputy Minister of Education and Science Dmytro Zavгородний, the implementation of the project allows people to radically change their lives in just a few months — to change professions, find a new job, or receive a promotion.
Financial conditions and course selection
The state covers the majority of the expenses. The voucher covers training costs up to 33,280 UAH. If the chosen program costs more, the participant pays the difference themselves. This provides the opportunity to choose between budget-friendly courses and more expensive specialized programs.
The range of available training directions is extremely wide. The system covers:
- Long-term programs: obtaining full-fledged education. One of the most in-demand specialties in this category is nursing.
- Short-term courses: intensive training in specific skills. For example, welding is a popular direction.
Dmytro Zavгородний noted that there is currently high demand for technical professions. Specialists with such skills easily find application for their abilities in private business, the defense industry (DID), and the Armed Forces of Ukraine.
Statistics and results
The program demonstrates high efficiency and enjoys significant demand among the population. Annually, the state pays for the training of approximately 15–18 thousand people. Since the launch of the initiative, more than 68 thousand Ukrainians have already used vouchers.
