A key breakthrough in US sanctions policy has occurred in Kyiv. Senator Lindsey Graham, the author of a major initiative against Russia, officially announced that the text of the bill has been coordinated with the administration of President Donald Trump. According to the legislator, the document is practically ready to become law, opening the way for severe pressure on the Kremlin.

White House agreement: the path to adoption

During a briefing, Graham reported that an agreement with the presidential administration was reached approximately 30 minutes before its start. This means that the bill, which Senators Lindsey Graham and Richard Blumenthal have been working on for nearly two years, has received the necessary support for implementation. Graham emphasized that he now plans to discuss the initiative with leaders of both parties in Congress to accelerate the adoption process.

"I am pleased to announce that we have reached an agreement with the White House regarding the version of the sanctions bill against Russia that they will support. This means it will become law," the senator stated.

The 'formula' for negotiations

The goal of the bill is to provide the US President with powerful leverage capable of forcing the conclusion of the conflict. Graham expressed confidence that the combination of military aid to Ukraine, specifically protection from ballistic missiles, and new economic restrictions will create unprecedented conditions for dialogue.

The senator noted that the US now has the best chance in the last five years to force Vladimir Putin to sit down at the negotiating table. A key element of the strategy will be punishing countries that continue to support the regime in Moscow and profit from the war.

"When I return, we will have a conversation with these countries and President Trump. We are going to try to force them to help us end this war," Graham added, admitting that he has never been so optimistic about the possibility of ending the conflict.

Bill details: tariffs and bans

The document, known as the Sanctioning Russia Act of 2025 (the Graham-Blumenthal project), was registered in Congress back in April 2025. Despite the support of 85 out of 100 senators, its consideration was delayed while awaiting Donald Trump's position. At the end of June last year, there were also reports of a compromise being reached, however, the final confirmation was made precisely during the last briefing.

The bill provides for unprecedented measures:

  • Strict restrictions against Russian oligarchs and the banking system.
  • A complete ban on American investments in the Russian energy sector.
  • Introduction of 500% tariffs on Russian goods for third countries that continue to purchase Russian oil and gas.

Graham assured that the American side has an exact list of states that are bypassing current sanctions, and now Congress has the tools to work with them.
