The Ukrainian parliament has commented on the resonant situation surrounding the 425th Separate Assault Regiment 'Skala', which in recent days has become a cause for wide-ranging discussions about personnel changes in the highest echelons of command. Fedor Venislavsky, a member of the Verkhovna Rada Committee on National Security, Defense and Intelligence, stated that there are no grounds for the dismissal of the Commander-in-Chief of the Armed Forces of Ukraine, General Oleksandr Syrsky.

The parliamentarian's statement was made on June 27, 2026, and effectively closed the topic of the possible resignation of the head of the General Staff, which had been fueled in social networks and the media space.

Legal aspect: where the line of responsibility is drawn

Analyzing the situation, Venislavsky pointed out that excessive politicization of the incident has occurred in the public sphere. In his opinion, the attempt to shift responsibility for tactical incidents in the field to the level of strategic leadership is methodologically incorrect.

The parliamentarian referred to current legislation, in particular Article 3 of the Law of Ukraine "On the Armed Forces of Ukraine". According to the regulatory framework:

  • General command of the army is exercised by the President of Ukraine as the Supreme Commander-in-Chief.
  • Direct command of the troops is exercised by the Commander-in-Chief of the Armed Forces of Ukraine.
  • Responsibility for operational management, personnel distribution, and maintaining discipline in a specific unit is placed on its commander.

Thus, from the point of view of the relevant committee, events within the 'Skala' regiment cannot serve as a legal basis for changing the country's top command.

Incident in the 'Skala' regiment: from social networks to an official investigation

The trigger for the resumption of the discussion was messages that appeared in social networks and a number of media materials. They concerned the specifics of internal communication and the execution of combat orders in the 425th Separate Assault Regiment. Some public figures interpreted this data as a sign of a systemic management crisis requiring the intervention of the Ministry of Defense.

However, official representatives of the defense department and relevant inspections insist on a strictly regulated procedure for verifying facts. At the moment, authorized bodies of the Military Law Enforcement Service (MLIS) are conducting verification activities.

The goal of the investigation is to establish objective circumstances and assess the actions of the regiment's officials. Official conclusions regarding the legality of the orders given will be formed only after the work of special commissions. Until then, any verdicts are considered premature.

Position of the Verkhovna Rada Committee and the status of the investigation

The Verkhovna Rada Committee on National Security assesses the incident as local. According to the position of the relevant body, there are no personnel risks for the Commander-in-Chief of the Armed Forces of Ukraine in the current situation. At the same time, military management bodies continue procedural work.

According to the Disciplinary Statute of the Armed Forces of Ukraine, the commander has the right to give orders, and the subordinate is obliged to execute them. At the same time, the legal assessment of the legality of these orders and the actions of the command is within the exclusive competence of military justice bodies and specialized investigative structures. Until the investigation is completed, public calls for the resignation of the army leadership remain without factual and legal support in parliament.
