Mykolaiv, August 14, 2026 — A hearing was held today, August 14, at the Mykolaiv Regional Court regarding the case of the head of the regional TCC (Territorial Recruitment Center), who was detained by law enforcement officers while receiving a bribe. Judge Olesya Deminska determined the suspect's pre-trial measure as detention for 60 days. However, the court provided the option to post bail in the amount of 1,400 subsistence minimums — 4,659,200 UAH.

The detention of the head of the Mykolaiv Regional TCC took place yesterday, August 13, during a special operation by law enforcement agencies. The official was caught receiving a bribe of 15,000 US dollars for assistance in evading mobilization. According to the investigation materials, 10,000 dollars were received for the promise not to mobilize three men, remove them from the search list in the "Obereg" system, and create conditions for obtaining a deferment at work. Additionally, the receipt of another 5,000 dollars was documented — for returning an already mobilized man to a repeat military-medical commission (MMC) and preventing his transfer to a military unit.
Suspect's position and court proceedings
As reported by correspondents from the courtroom, the suspect does not admit his guilt. The defense will likely challenge the evidence and insist on the absence of a crime. The court took into account the severity of the charges but provided the option to post bail — which may indicate that the prosecution does not have all the evidence or a desire to avoid immediate imprisonment without financial guarantee.
Context: large-scale TCC inspections across Ukraine
The case of the head of the Mykolaiv TCC is just part of the large-scale "Honest Conscription" operation conducted at the end of July 2026 by the General Prosecutor's Office jointly with the General Staff. At that time, searches were carried out in more than 100 TCCs across the country. Law enforcement officers were checking facts of receiving bribes for evading mobilization, illegal deferments, as well as cases of beating up liable persons. Earlier, the National Police announced suspicion against 76 TCC heads at various levels — from district to regional. The main areas of inspection remain the legality of military-medical commission decisions and deferment procedures.

Although the official version of law enforcement indicates the receipt of 15,000 dollars, the suspect's defense may claim that the money was transferred in a different context — for example, as "consulting services" or "assistance in document processing." Furthermore, the bail amount — almost 4.7 million hryvnias — raises questions: why did the court not choose a stricter measure if it concerns systematic bribery?

The detention of a high-ranking TCC official increases pressure on the military accounting and mobilization system. The "Honest Conscription" operation demonstrates the state's readiness to fight corruption in this sphere, however, the effectiveness of the measures remains in question. If such cases occur regularly, it could undermine citizens' trust in the TCC institution and lead to an increase in the number of complaints and appeals to law enforcement agencies.
