October 4 marks Teacher's Day in Ukraine, traditionally filled with sincere congratulations and words of gratitude addressed to educators. However, behind the festive atmosphere lies the pragmatic issue of financial security in the education sector. Against the backdrop of current economic challenges in 2026, the issue of financial remuneration for teachers is becoming particularly acute, forcing society and experts to compare domestic figures with international practice.

Salaries of Ukrainian Educators in 2026

Starting September 1, 2026, Ukrainian educators received another salary increase. According to official information from the Ministry of Education and Science of Ukraine, the introduction of a new remuneration mechanism has made it possible to raise a teacher's full monthly salary ranging from 16.6 to 37 thousand hryvnias accrued. The final amount directly depends on a number of factors: the position held, qualification level, teaching experience, workload, as well as the performance of additional work and various allowances. In particular, Ukrainian teachers are legally provided with a prestige allowance ranging from 20 to 30 percent of the base salary. In addition, teachers who continue to work in-person in high-risk frontline areas are provided with special targeted allowances. The Ministry emphasizes that the phased salary increase throughout 2026 has ensured an overall growth in educators' incomes by approximately 50 percent compared to the previous year.

International Experience: Germany, Canada, and Japan

The financial situation of teachers abroad demonstrates completely different scales, although remuneration systems everywhere have their specifics. For example, in Germany, there is no single fixed rate: for employees in federal states, the TV-L collective agreement applies, and for civil servants, separate tables are used. For instance, a hired teacher of high qualification category E13 (experience level Stufe 4) under the tariff effective from April 2026 receives 5,873.56 euros per month, which is about 298 thousand hryvnias at the NBU exchange rate. In Canada, remuneration is regulated at the provincial and school district levels. In British Columbia (Vancouver School District), the annual rate for an experienced teacher of category Cat 5 (Step 10) starting July 1, 2026, is set at 106,060 Canadian dollars, equivalent to approximately 8,838 Canadian dollars per month. In Japan, according to data from the Tokyo Board of Education as of April 2026, the starting salary for a teacher with 15 years of experience is about 440,700 yen per month, and total annual income including seasonal payments reaches approximately 6.82 million yen.

Contradictory Data

When analyzing teachers' salaries in various countries, experts and media often face methodological contradictions. Official departments operate with specific tariff grids and pinpoint examples for specific categories (such as the E13 rate in Germany or Cat 5 in Canada), which are often mistakenly perceived by the general audience as the average salary across the entire country. Moreover, in a number of states, such as Latvia or Finland, relevant ministries and trade unions regularly review collective agreements (OVTES in Finland), which means actual incomes can vary significantly depending on the municipality, the complexity of tasks performed, and the volume of additional workload, creating a field for discussion about transparency and fairness in the distribution of budget funds in education.

Summarizing the large-scale comparison of teacher salaries in 2026, it can be noted that the Ukrainian government demonstrates a trend towards a planned increase in the incomes of pedagogical workers, bringing them closer to modern standards. Nevertheless, the difference in absolute figures between Ukraine and developed countries of the world remains colossal, which is due to the general state of national economies, inflation levels, and the specifics of budget financing of the social sphere on a global scale.
