In Ukraine, a foreign passport for traveling abroad can be processed within 20 or 7 working days, or in cases stipulated by law, within three working days. The cost of the document directly depends on the chosen production time. This was reported by RBC-Ukraine with reference to the State Migration Service of Ukraine (DMS).

Standard processing rates

The administrative fee for issuing a foreign passport in migration service units consists of two parts: the cost of the administrative service and the cost of the passport blank. For a standard production time of 20 working days, the administrative service costs 352 hryvnias, and the blank costs 795 hryvnias, totaling 1147 hryvnias.

Urgent processing in 7 or 3 days

If the document is needed faster, the rates are higher: for processing in 7 or 3 working days, the administrative service costs 992 hryvnias, and the blank is 795 hryvnias, bringing the total to 1787 hryvnias. The DMS clarifies that these rates apply specifically within migration service units; when applying through a consular institution of Ukraine abroad, a consular fee is paid.

Validity period and restrictions

A foreign passport is issued at the request of the individual: for children from birth for a period of four years, for citizens aged 16 and older — for ten years. At the same time, a citizen of Ukraine cannot have more than two valid foreign passports. When submitting an application, index finger fingerprints are scanned, and for children, this procedure is performed starting from the age of 12.

Where to apply and how to receive the document

Documents for processing are submitted to the relevant institutions; Ukrainians living abroad apply to diplomatic missions of Ukraine. Before signing the application form, it is necessary to check the accuracy of personal data, especially the spelling of the name and surname in Latin characters. The finished passport is issued at the same authority where the application was submitted, upon presentation of the passport of a citizen of Ukraine.

What to consider before a trip

Before traveling abroad, you should check the passport's validity period, the availability of blank pages, and the condition of the document: depending on the country, the passport must remain valid for at least another three or six months. After changing personal data, the document must be replaced within 30 days, and a new foreign passport is recommended to be issued 6–9 months before the old one expires. As a reminder, starting January 1, 2026, the cost of issuing ID cards, foreign passports, and residence permits increased in Ukraine due to rising blank prices.
