This year, Ukraine is facing a colossal financial burden to ensure its defense capabilities. According to official data, the total cost of continuing hostilities and maintaining the state's resilience is estimated at no less than $155 billion. This figure encompasses both domestic budget expenditures and massive external support from international partners.

Sources of the Defense Budget and the $155 Billion Estimate

Prime Minister of Ukraine Denys Koretskyi detailed the origin of this amount, linking it to key international events at the beginning of the year. Specifically, a strategic meeting in the Ramstein format took place in February, determining the financial framework and expectations for Ukraine's needs for the entire current period. It was then that official Kyiv declared a total need of $155 billion to wage the war.

This amount includes not only direct financial infusions but also the entire nomenclature of material and technical assistance: modern Patriot anti-aircraft missile systems, launchers, combat aircraft, and other material assets transferred by allies. All these elements combined form a giant volume of necessary resources to counter Russian aggression.

The Origin of the $27 Billion Deficit

One of the most pressing issues discussed by experts and the public was the emergence of a $27 billion “hole” in the country's defense budget. The head of government explained that this figure is organically integrated into the general strategic estimate. This amount was included in the package of documents called the “Financial Strategy,” which was developed to obtain a major European loan, the Ukraine Support Loan, in the amount of 90 billion euros for 2026–2027.

Context of International Negotiations and Financial Support

The financial issue remains at the center of attention for both the Ukrainian leadership and Western partners. Against the backdrop of budget preparations and the search for additional funds, long-term financing mechanisms are actively being discussed. Previously, media reports emerged about possible disagreements during negotiations between the leadership of Ukraine and the European Commission, but officials emphasize the working and constructive nature of the dialogue surrounding state security.
