In 2026, Ukrainian citizens who have lost their jobs can apply for unemployed status remotely through the Diia portal or the electronic services of the State Employment Service. The procedure allows applicants to submit applications free of charge and without visiting employment centers in person; however, not all applicants are eligible for state assistance, as the law establishes clear selection criteria and requirements.
Conditions for Obtaining Status and Categories of Applicants
According to the current legislation of Ukraine on employment, official unemployed status is granted to able-bodied persons under retirement age who do not have official employment or a permanent income but express readiness and ability to start working. The right to register belongs not only to citizens laid off due to staff reductions at enterprises but also to those who terminated employment contracts of their own accord or by mutual agreement of the parties. Separate provisions regulate the procedure for granting status to persons with disabilities who have not reached retirement age and receive relevant social benefits, as well as to youth entering the labor market for the first time.
Procedure for Submitting Applications Through State Portals
To apply online, job seekers must authorize themselves on the Diia portal using an electronic signature, the BankID system, or the Diia.Pidpis service, and then select the standard or simplified application form. Filling out the standard questionnaire takes about five minutes on average and requires attaching scanned copies of identity documents and proof of termination of employment relations. For Ukrainian citizens using ID cards, scan copies of both sides of the document are required, while holders of booklet passports must upload pages with personal data and stamps. The service is provided by the state completely free of charge, and the standard review period for submitted documents is up to three working days.
Features of the Simplified Procedure for IDPs and Frontline Residents
For internally displaced persons, as well as residents of active combat zones or temporarily occupied territories, a special simplified registration procedure is provided. This category of citizens can submit an application without a full package of documents and without mandatory use of an electronic digital signature, which is especially important for those who lost documents during evacuation. However, the main condition for such a simplified procedure is the applicant's mandatory personal visit to the employment center within 30 working days after sending the electronic form. Violation of this deadline entails automatic cancellation of the decision made and revocation of the granted status.
Reasons for Registration Refusal and Digitalization Prospects
The mere lack of a job does not guarantee automatic acquisition of unemployed status, as state authorities conduct a thorough check of the submitted information. According to Cabinet of Ministers Resolution No. 446, grounds for refusal may include the absence of necessary data in electronic registers, the detection of official employment of the applicant, or non-compliance with basic legal criteria. In the future, the application process will become even more technological thanks to the launch of the Obrii digital platform, the test version of which begins operation in 2026 for comprehensive automation of the employment sector and the provision of retraining grants.
