In July 2026, Internally Displaced Persons (IDPs) will continue to receive state financial support for living expenses. Official confirmation has been received from the Cabinet of Ministers of Ukraine: according to Resolution No. 709, payments remain in effect, although new conditions for data updates apply to certain categories of citizens.

Payment Schedule and Transfer Deadlines

State aid is distributed to recipients in two stages during the month. The exact dates for crediting funds to bank cards may vary slightly. This depends on the operational efficiency of financial institutions and the State Treasury Service, which process the transactions.

In 2026, financial support for the most vulnerable categories of displaced persons is provided for 30 months from the date of initial registration. The amounts of monthly payments have remained unchanged.

Who Needs to Urgently Contact Social Protection Authorities

There is a critically important nuance: for a certain group of recipients, payments may be terminated as early as July if they do not update their data. A personal visit to the Pension Fund of Ukraine (PFU) or to Administrative Service Centers (CNAP) is mandatory for the following categories:

  • Persons who were previously denied payments but wish to resume receiving funds after confirming compliance with income criteria. The maximum income must not exceed 10,380 UAH per person.
  • Displaced persons seeking to have a decision reviewed by changing their property status.

Legislative Changes and New Initiatives

On July 1, 2026, the Verkhovna Rada adopted Draft Law No. 12301, which significantly updates the legislation on the rights and support of internally displaced persons. The new document provides for the abolition of the mandatory use of paper certificates. This will allow displaced persons to fully exercise their rights regardless of the fact of registration of their place of residence.

At the parliamentary level, new initiatives aimed at solving the housing issue are also being considered. In particular, the following measures are being discussed:

  • Development of affordable housing rental.
  • Expansion of social housing funds.
  • Legalization of the rental market with a preferential tax burden for landlords.

In addition, the mechanism for reserving funds for housing vouchers is already operational in Ukraine. In the first stage, access to this program was granted to veterans and persons with disabilities who sustained injuries as a result of the war. In the future, the program is planned to be expanded to other categories of internally displaced persons.
