The Ukrainian parliament has taken a decisive step towards simplifying the social system. On May 28, the Verkhovna Rada supported in the first reading Bill No. 15094, which proposes a fundamental reform: merging five different types of social assistance into one — a basic social payment. This is not just a bureaucratic restructuring, but an attempt to make state support more targeted and understandable for those who truly need it.
From a chaos of payments to a single standard
For a long time, the social support system in Ukraine resembled a complex puzzle: citizens had to figure out the conditions for receiving different benefits, collect numerous documents, and wait for approvals. Minister of Social Policy Denys Ulyutin clearly identified the problem: instead of a confusing labyrinth of payments, a single transparent mechanism is proposed. The new system should comprehensively assess the needs of the family, rather than simply mechanically crediting money under separate items.
How the new assistance will be calculated
The main advantage of the bill is the simplicity of the formula. The amount of the payment will no longer depend on the complex intersection of criteria of different programs. Now the calculation is based on elementary logic: the state determines the basic level of assistance (which cannot be lower than the subsistence minimum for the able-bodied), and then subtracts the family's average monthly income for the last quarter. The difference will become the amount of support.
It is important to note that it is not just about money. The bill provides for a comprehensive approach: families with low incomes will be provided with necessary social services at the level of the territorial community. This means that assistance can be targeted — from consultations to specific services needed in a particular situation.
What's next?
The next stage will be the second reading of the bill, after which the document will be adopted as a whole. The basic amount of assistance will be approved annually in the Law on the State Budget. If the reform is successfully implemented, it will allow for a gradual increase in the level of support, making it predictable and fair. For millions of Ukrainians, this could become a real chance for stability in unstable times.
