A state of emergency in the digital sphere has been declared in the Kamchatka Krai. Starting August 12, 2026, residents of the peninsula will face a complete disconnection of mobile and fixed-line internet. The cause of this massive disruption to communications is the urgent need to repair a submarine fiber-optic communication line (FOLC) at Cape Levashov. Telecommunications operators have warned that restoring the infrastructure's functionality could take up to four days.
Technical reasons and scale of work
According to the regional Ministry of Digital Development, the situation at Cape Levashov is critical. The coastal strip where the cable emerges from the water onto land is actively being eroded by sea waves, creating a direct risk of a complete break in the trunk communication line. To prevent a catastrophic scenario, a team of specialists from Rostelecom will carry out a complex operation to reinforce the shore and replace the damaged section of the cable.
The work will be carried out with the involvement of divers. Specialists must splice in a new section of cable, install two connecting joints, and bury the line to protect it from erosion. The Minister of Digital Development of the Kamchatka Krai, Grigory Bondarenko, emphasized that without these measures, the infrastructure could fail completely. The duration of the work depends directly on weather conditions in the water area.
What will remain available to residents
Despite the internet disconnection, basic mobile communication functions will be preserved. Thanks to the use of satellite channels, residents of Kamchatka will be able to make voice calls and send SMS messages. This is critical for maintaining contact with relatives and emergency services.
Banking systems, ATMs, and large retail chains will also continue to function. Cashless payments, as well as cash transactions, will be possible in stores and at gas stations. MFCs (Multifunctional Centers), medical institutions, and public transport fare payment systems will remain operational. Broadcasting of 21 TV channels will also not be interrupted.
Social consequences and adaptation
The four-day internet disconnection will be a serious test for a digitized society. Residents will not be able to use messengers, social networks, and online services. This will affect both private life and business processes that depend on cloud technologies and online trade. Authorities recommend that residents prepare necessary data and cash in advance.

Although official sources cite the work duration as "up to four days," the expert community is discussing the possibility of extending the deadline. Some specialists note that weather conditions in the water area of Cape Levashov can be unpredictable, which could delay repair work. However, representatives of Rostelecom insist that all necessary resources have been allocated to minimize downtime.
