Significant changes are coming to the format of interaction between the executive and legislative branches in the Ukrainian political system. Prime Minister Serhiy Koretskyi has initiated a reform that places ministers under stricter accountability to parliament. Now, top-ranking officials are required not just to sign documents but to personally defend them before deputies.
Personal Responsibility for Bills
The essence of the new provisions lies in the direct participation of Cabinet of Ministers members in the work of the Verkhovna Rada. According to the document obtained by RBC-Ukraine, ministers are obliged to personally present government bills during plenary sessions, as well as at meetings of relevant committees. The era when only mid-level officials could answer for a ministry is coming to an end.
However, the directive provides for a backup mechanism. If the minister's direct participation in a committee or Council meeting is impossible, the function of accompanying the documents must be performed by a representative at the level of no lower than a Deputy Minister. This guarantees that the bill will always be defended by a competent person who knows the details of the initiative.
Strict Schedule and "Question Hours"
Ministry heads must now plan their work schedules and business trips taking into account mandatory participation in "question hours to the government." This means that ministers will not be able to evade direct answers to deputies' questions by citing busyness or business trips. Transparency in the government's work is becoming a priority.
Furthermore, a requirement for active planning of legislative work is introduced. Ministers are obliged to conduct consultations with relevant committees, as well as invite People's Deputies to government meetings and working trips to the regions. This approach is aimed at synchronizing the actions of the government and parliament at all stages of decision-making.
Handling Requests and Budget-2027
The new rules also concern the operational handling of appeals. Ministers will bear personal responsibility for considering deputies' requests, as well as appeals from committees and temporary investigative commissions. This should accelerate the executive branch's reaction to signals from parliament.
These reforms coincide with an important stage of budget planning. The government has already begun preparing the draft state budget for 2027. Prime Minister Serhiy Koretskyi has set strict deadlines: by July 31, ministries must prepare their proposals, and the document itself is planned to be submitted for consideration by the Verkhovna Rada by September 15. Under the new rules of interaction, the budget coordination process will become even more transparent and demanding regarding the quality of work of each ministry.
