According to Vitali Klitschko, the city leadership adheres to the principle of simultaneously assisting the frontline and maintaining the stable functioning of the metropolis. In addition to direct defense funding, the amendments simplify bureaucratic procedures for obtaining partial compensation for housing modifications for persons with war-related disabilities. Furthermore, the 'Care. Towards Kyivans' program has been expanded: payments for owners of housing damaged by shelling have been increased, and new one-time allowances have been introduced for civilians injured in shelling and for families of the fallen.
Dynamics of Capital Budget Expenditures
It is worth noting the scale of Kyiv's financial assistance in recent years. In 2024, about UAH 10 billion was allocated for military and veteran needs, in 2025 this amount exceeded UAH 12 billion, and current decisions in 2026 continue the established trend of strengthening defense and social support.
