From September 10, 2026, an updated curfew regime takes effect in Kyiv Oblast: its duration will be four hours — from 01:00 to 05:00. This was announced by Timur Tkachenko, head of the Kyiv Regional State Administration, who emphasized that the decision was made as a "balanced step" to help authorities, businesses, and infrastructure adapt to the conditions of ongoing Russian shelling. According to Tkachenko, the new schedule is fully synchronized with the rules in force in Kyiv, which, in his words, eliminates "misunderstandings for our people" at the boundary between the oblast and the capital. The decision also aligns with the recommendations of the Cabinet of Ministers of Ukraine.
Synchronization with Kyiv and the logic behind the decision
Tkachenko specifically drew attention to the fact that a gap in the rules between the oblast and the city would create additional difficulties for residents who cross the administrative boundary every day. "I note that with this decision we are also synchronizing with Kyiv, because any gap in the decisions would literally lead to misunderstandings for our people," the head of the Regional State Administration stated. Thus, shortening the curfew to four nighttime hours becomes part of a unified regional approach to risk management amid ongoing air threats.
Gas station safety: systemic requirements
In parallel with the change to the curfew, the oblast is introducing updated systemic requirements for the operation of the gas station network. The key goal is to organize vehicle traffic near fuel storage tanks in order to eliminate chaotic congestion of cars. Tkachenko explained that this ensures unobstructed passage for rescue, medical, or military vehicles at a critical moment. Specific protocols for organizing traffic and parking are now in place for each gas station, turning refueling stations from potentially vulnerable points into controlled critical infrastructure facilities.
Mobile shelters at Ukrainian Railways stations
A separate area of work has been the installation of mobile shelters at passenger stations of Ukrainian Railways (Ukrzaliznytsia). Tkachenko noted that railway locations are subject to systematic attacks, so authorities are striving to reduce the physical distance between people and safety points. "The relevance of mobile shelters has not disappeared; on the contrary, it takes on new forms each time. We already see that the attacks are constant, and we must shorten the distance between people and safety points," the head of the Regional State Administration emphasized. The project is being implemented with the involvement of local communities and major national companies, which implies a distribution of financial and organizational responsibilities between levels of governance.
Context: a new alert system in Kyiv
The decisions of Kyiv Oblast fit into a broader context of updating the civil defense system in the capital region. From September 6, 2026, an updated system for alerting about air threats has been in effect in Kyiv, where the color of the signal indicates a specific type of danger: the "yellow" level signals a drone threat (detection of individual strike or reconnaissance UAVs), while "red" indicates a massive drone, missile, or combined missile-drone attack. The Kyiv Defense Council simultaneously decided to shorten the duration of the curfew in the capital and adjusted the operating schedule of the city's public transport. The totality of these measures forms a unified model for responding to air threats in the capital region.
