Kyiv residents are anticipating a significant change in the cost of public transport fares. The capital is currently undergoing an active process of coordinating new tariffs, which, according to preliminary calculations, could rise to 30 hryvnias for a single trip. While an official decision has not yet been made, authorities have already warned about the inevitability of a price review.
Economy vs. Wallet: Where the 30 Hryvnia Figure Comes From
The Department of Transport Infrastructure of the Kyiv City State Administration (Kyiv City Council) has confirmed that the issue of increasing fare prices is in the final stages of development. Previously, the possibility of introducing new prices from July 15 was discussed, but at the moment, the coordination process is still ongoing.
The department explained that the sum of 30 hryvnias is not an arbitrary figure, but an economically justified tariff. Its calculation is based on the actual expenses of transport enterprises for 2025. The cost formula includes:
- Forecasted price indices for energy resources;
- The cost of fuel and lubricants;
- Updated labor costs for personnel;
- Other components of operational transport expenses.
Interestingly, the calculated tariff provided by the municipal enterprises themselves turned out to be even higher than the 30 hryvnias proposed by the authorities. For comparison, the economically justified tariff for 2026 is projected at 64.60 hryvnias for a metro ride and 44.14 hryvnias for ground transport.
Bureaucratic Procedure and Official Notification
The relevant department emphasized that setting tariffs is a complex bureaucratic procedure that does not depend on a single department. The Department of Economy and Investments of the Kyiv City Council is the body submitting the draft on price increases. The draft order undergoes all necessary stages of coordination in accordance with the established procedure.
Authorities promise to inform citizens of the decision immediately after the document is signed. The official order will be published on the Kyiv portal, and information will also be disseminated through official information resources and the social networks of the city authorities.
What About Minibuses and Beneficiaries?
In addition to municipal transport, residents are concerned about the situation with private carriers. The Public Union "Association of Carriers of Kyiv and Kyiv Region" stated in a comment to RBC-Ukraine that the increase in tariffs for municipal transport will not affect the cost of fares in Kyiv minibuses. The "Association of Carriers of the Kyiv Region" took a similar position, assuring that they do not plan to raise prices for intercity transport.
A separate issue concerns preferential categories of citizens. The Kyiv City Council has previously stated that travel conditions for beneficiaries will not change after the tariff increase. However, for those who prefer to travel without a ticket, the situation will become more complicated: the fine for fare evasion will increase. It will be equal to 20 times the cost of the ticket.
