The Ministry of Agrarian Policy and Food of Ukraine has recorded a stabilization in the cost of leasing agricultural land. According to Minister Taras Vysotskyi, speaking at a briefing, export restrictions caused prices to stop growing starting in July of this year, though no market downturn is observed.
Dynamics of the Land and Share Rental Market
Until July, the market had seen a two-year continuous upward trend in the cost of agricultural land leases. This increase began back in July 2024, but amid current logistical and foreign trade challenges, the momentum has completely stopped. At the same time, the minister emphasized that there is no price drop or mass refusal of payments by tenants. Market participants recognize the core value of the land resource, so share owners continue to receive their due funds.
Impact of Logistical Problems and Exports
The pricing situation is directly linked to logistical difficulties in the agricultural sector. In mid-July, the export of Ukrainian products through Greater Odessa ports effectively halted due to intensifying attacks on port infrastructure. Agricultural companies had to urgently reroute supplies via the western border, the Danube, and road transport, significantly increasing costs. In response, the government adopted an emergency support package in August, adjusting minimum export prices to cover new routes.
Near-Term Forecasts and Payouts
According to the relevant agency's estimates, these stable prices will persist until the end of 2026. Most payments for share usage traditionally occur in the fourth quarter, and the current year will be fully closed according to existing agreements between agricultural companies and share owners. More distant prospects for 2027 will depend on the stabilization of the situation surrounding exports. In late September, the ministry noted hopes for a truce in the Black Sea, but the Russian side rejected all proposals.
Significance of Land Market Stability
Maintaining stable land rental prices amid export restrictions serves as an important factor for the resilience of the entire agro-industrial complex. Preserving a balance between the interests of land share owners and tenants helps avoid social unrest in rural areas. At the same time, the further development of the situation depends on the efficiency of alternative logistics routes and the search for long-term solutions to unblock Black Sea ports.
