In Ukraine, the process of legalizing and regulating the use of light personal electric transport has begun. On Thursday, June 11, the parliamentary committee on transport and infrastructure issues recommended that the Verkhovna Rada adopt bill No. 3023. This document will become the first important step towards establishing clear rules for owners of electric scooters, unicycles, and gyroboards.

From chaos to order: what will change for users

According to information provided by the First Deputy Head of the Patrol Police Department, Oleksiy Biloshitsky, the current legal framework does not contain clear definitions of the rights and obligations of users of such transport. Despite the fact that electric scooters have become a familiar element of urban infrastructure, the legal status of their owners remained vague.

The adoption of bill No. 3023 will change the situation: owners of electric transport will officially receive the status of road users. This will entail:

  • Establishment of basic safety and behavior rules on the roads.
  • Determination of liability for violation of operating rules.
  • Introduction of corresponding changes to the Traffic Rules (Road Code).

The government plans to detail technical nuances and safety requirements in the updated Traffic Rules. The next stage of considering the document will be its discussion in the hall of the Verkhovna Rada.

Regional experience and current practice

The need for regulation did not arise out of nowhere. In 2024, the authorities of Ivano-Frankivsk already proposed introducing strict restrictions for electric scooters against the backdrop of numerous complaints from residents. In particular, reducing the maximum permitted speed and even the possibility of a complete ban on the use of such transport within the city limits were discussed.

At the moment, cyclists are full-fledged road users and bear responsibility for violating traffic rules in accordance with Article 127 of the Code of Ukraine on Administrative Offenses (CUAO). The new bill aims to extend a similar legal regime to users of electric transport, ensuring the safety of both drivers and pedestrians.
