The Ministry of Education and Science of Ukraine has postponed the deadline for sending academic grant certificates to bachelor's and master's degree students. This is evidenced by a ministry letter published on the 'Osvita.ua' website and cited by RBC-Ukraine. The ministry has not yet announced specific new dates for sending the documents to the Diia application, promising to provide updates additionally.
Reason for the Timeline Shift
The MES explained the postponement by expanding the list of students eligible to apply for academic grants. In 2026, for the first time, this opportunity is extended not only to undergraduate students but also to graduate students. According to the agency, the necessity to cover this new category of applicants required adjusting the certificate dispatch schedule.
What Was Previously Planned
Initially, the ministry planned to send grant notifications starting September 15. Students were supposed to confirm the received certificates in Diia by October 25. Thus, as the delay occurs, the initial document confirmation deadline is approaching while the certificates themselves have not yet been sent to the app, making the clarification of new dates particularly important for learners.
How to Confirm the Certificate in Diia
To confirm, a student must apply the electronic signature 'Diia. Pidpis'. To activate it, one needs an NFC-enabled smartphone to scan the chip of a biometric document—an ID card or foreign passport. Without this procedure, the certificate will not be considered confirmed, so the agency recommends preparing the device and document in advance.
Who Can Receive a Grant and Under What Conditions
Students who meet the established requirements, study at an educational institution participating in the MES pilot project, and are able to confirm the certificate via Diia have the right to a grant. Crucially, the education grant does not obligate the student in any way: there is no need to return funds to the state, making the measure entirely free of charge.
Restriction for Those Enrolled on a Contract Basis
At the same time, the agency clarifies: applicants who received a recommendation for a budget-funded place but refused it and enrolled on a paid contract basis will not be able to receive the state educational grant. This condition remains in force and does not change with the postponement of certificate dispatch dates.
