A resonant scandal is unfolding in the Chernivtsi region concerning the actions of conscription commissions. Ukrainian People's Deputy Georgy Mazurashu, in his video address, reported the mobilization of a citizen of the Federal Republic of Germany. According to the parliamentarian, the incident occurred within the framework of the work of the Territorial Recruitment and Social Support Center (TRC and SP).
According to the information provided, the mobilized man is a native of Bukovina. However, his legal status changed several years ago. As the deputy claims, the man's Ukrainian citizenship was officially terminated by a decree of the President of Ukraine on November 25, 2017.
At the time of detention, according to Mazurashu, the man presented a German passport to the TRC employees. In addition, he had a certificate of exit from Ukrainian citizenship issued by the consular department of the Embassy of Ukraine in Germany on December 20, 2017. Despite the presence of these documents, the conscription commission carried out the mobilization.
The basis of the conflict lies in a contradiction in the documents. The Chernivtsi Department of the State Migration Service sent a response to a request dated June 1, 2026, to the Acting Head of the Chernivtsi City TRC, Andriy Rovetskyi. In the document of the migration service, it is stated that the citizen received a Ukrainian passport in 2013 and, according to the agency's version, is still considered a citizen of Ukraine on the basis of Article 3 of the Law of Ukraine "On Citizenship of Ukraine".
The agency ignores the existing documents on exit from citizenship and departure for permanent residence abroad, continuing to consider the man a subject of Ukraine. This led to the fact that a person with a German passport ended up in the mobilization zone.
Georgy Mazurashu, in his address, severely criticized the actions of TRC employees. The deputy called what was happening "sabotage," which damages the international image of the state and its defense capability.
"New 'feats' of the saboteurs. Heroes of the rear, or rather criminals in uniform in Bukovina, sabotaged a citizen of Germany, whose Ukrainian citizenship was terminated by presidential decree back in 2017," the parliamentarian stated.
In Mazurashu's opinion, such actions do not add desire for international partners to actively help Ukraine in the war against Russian aggression. The deputy emphasized that "saboteurs in uniform" continue to disgrace a democratic country and harm the cause of defense.
According to the MP, the Embassy of Germany has already been informed about the incident. At present, the mobilized foreign citizen is presumably in one of the Armed Forces of Ukraine training centers.
At the time of publication of the material, official comments from the leadership of the Chernivtsi Regional TRC and SP, the Ministry of Defense of Ukraine, as well as from the diplomatic representation of the FRG regarding the legal assessment of this detention have not been received.
