The issue of satellite communication and control systems functioning in Ukraine has once again come into sharp international focus following recent statements by SpaceX management. Corporation owner Elon Musk publicly commented on the situation regarding speed and bandwidth limitations of Starshield military terminals, emphasizing that making such decisions is outside his personal or corporate jurisdiction. According to him, all responsibility for the established limits rests solely with the United States military department and the country's top political leadership.

Background and Technical Communication Limits

Tensions surrounding the operation of the terminals escalated after Ukrainian operators and military personnel recorded sharp data transmission disruptions. Specifically, on the night of October 14, 2026, it became known that Starshield military-modified terminals installed on unmanned aerial vehicles lose stable connection upon reaching a speed of 160 kilometers per hour, and in some cases, the signal disappeared at even lower rates. These technical limitations led to the disruption of several important combat missions and drew severe criticism from official Kyiv.

Ukrainian Response and Consequences of Failures

Ukrainian President Volodymyr Zelenskyy characterized the resulting restrictions as a critical mistake that directly threatens human lives on the frontline. Taking advantage of temporary technical issues in the communication system, Russian forces carried out one of the largest air attacks in recent times. Later, the Ukrainian side reported the partial restoration of communication at acceptable speeds, followed by an official call on Elon Musk to completely lift speed limits to ensure effective defense.

Separation of Starlink and Starshield Systems

Responding to public appeals from Ukrainian representatives, Elon Musk detailed the fundamental difference between the commercial Starlink service and the secret military Starshield system. The billionaire emphasized that Starshield is entirely owned and strictly controlled by the US government. Accordingly, any operational parameters, including speed limits and permissible deployment scenarios, are determined exclusively by American military authorities and the US president, whereas commercial Starlink is intended solely for civil and defensive tasks.
