The North Atlantic Alliance has completed a major modernization of its command architecture. NATO has officially integrated the Maven Smart System (MSS) artificial intelligence platform into the structure of the Allied Command Operations (ACO) Supreme Headquarters Allied Powers Europe (SHAPE). The headquarters, located in Mons (Belgium), now uses this hardware-software complex for 24/7 monitoring of the operational situation on the eastern borders.
The integration of the system, developed by the American corporation Palantir Technologies, is aimed at solving a critical task: the consolidation of disparate intelligence data streams and the automation of targeting processes. According to the British publication The Times, the system has already been switched to active operational mode.
A Single Picture of the Battlefield: How MSS Works
The implemented platform is an evolutionary development of the defense project Project Maven, which was initiated by the US Department of Defense back in 2017. MSS functions as a single data integrator (Common Operational Picture), creating a holistic digital model of reality in real-time.
The system aggregates information from multiple sources, combining them into a single analytical database:
- High-resolution streaming video from strategic and tactical unmanned aerial vehicles;
- Satellite imagery of optical and radar spectrums (within the framework of the APSS program);
- Data from radio technical intelligence, radio intercepts, and ground-based air space control radars.
Using computer vision algorithms and large language models (LLM), the system automatically identifies military equipment samples and records the movements of ground units. In particular, the platform is capable of tracking the redeployment of units, including the Russian Airborne Forces in the border regions of the Baltic states, marking targets on the operators' digital maps.
A Revolution in Efficiency: From Thousands of Analysts to Two Dozen Operators
The main advantage of implementing MSS is the radical reduction of information processing time. According to Louis Mosley, CEO of Palantir UK, the platform radically changes the structure of analytical departments. The operational volume of tasks that previously required the work of a two-thousand-strong corps of specialists can now be distributed within a working group of just 20 operators.
The system does not just collect data but also provides the command with automated response scenarios (Courses of Action). Algorithms calculate the balance of forces, fuel reserves, and time of flight for munitions. This allows the standard decision-making cycle to be reduced from several hours to minutes.
Legal Status and Ethical Norms
The deployment of the system was carried out on the basis of an agreement signed between the NATO Communications and Information Agency (NCIA) and Palantir in March 2025. The full operational readiness of the architecture was officially announced on June 30.
The use of commercial software for defense purposes previously sparked discussions in the EU regarding privacy risks. However, official representatives of the alliance emphasize that MSS functions exclusively within isolated secure networks. The key principle of the system's operation remains "human-in-the-loop": the final right to verify AI-generated scenarios and authorize the use of fire remains with authorized officials.
Information processing procedures are carried out in accordance with the North Atlantic Treaty of 1949 and internal STANAG standards regulating the protection of information circuits.
Project Evolution and Future Contracts
The platform's history spans more than a decade. Project Maven was founded by the Pentagon on April 26, 2017. In 2018, after Google exited the project, Palantir became the main contractor. By May 2025, the ceiling of US defense contracts for Project Maven exceeded $1 billion, opening prospects for translating the initiative into the status of an official government program.
Parallel to the integration of MSS, Palantir's legal and technical divisions are participating in a closed international tender. The goal of the tender is to replace software for NATO's integrated air and missile defense systems, which should lead to the standardization of algorithms for tracking ballistic and hypersonic targets.
