The Ministry of Defense of Ukraine has introduced a new basic contract aimed at specialists working in the rear and in non-combat positions. This innovation is part of the country's large-scale transition to a fully contract-based army. The document has already been published on the official website of the ministry, army.gov.ua.
Who is the new contract intended for
The new service format is available to both liable citizens and active-duty military personnel. The contract is designed for specialists whose work is not related to infantry-assault or direct combat operations. Primarily, this concerns:
- clerks;
- accountants;
- technicians;
- cooks;
- other technical and administrative specialists.
The Ministry of Defense emphasizes that the goal of the reform is to form a professional army capable of effectively carrying out tasks both at the front and in the rear.
Financial terms and payments
The monetary support system in the new contract is based on a combination of base rates and allowances. The base rate is 20,000 hryvnias. For those performing tasks in the rear, an additional reward of 10,000 hryvnias is provided. Thus, the minimum total income of a serviceman under this contract will be at least 30,000 hryvnias per month.
However, the actual amount of payments will vary depending on several factors:
- military rank;
- years of service;
- specific position;
- performance of special tasks.
An important condition is the review of payments in the event that the serviceman is involved in combat tasks. In addition, upon the first signing of the contract, a one-time payment is provided, the amount of which varies from 27,000 to 33,000 hryvnias depending on rank. Annually, servicemen also receive a health resort allowance of at least 20,000 hryvnias.
Deferment from mobilization
One of the key incentives of the new contract is the guarantee of deferment from mobilization. Upon expiration of the contract, the serviceman is guaranteed a basic deferment of six months. The ministry clarified that the total deferment period will be calculated taking into account all grounds available to the citizen.
Digitalization of the process
The Ministry of Defense has simplified the procedure for signing contracts by introducing the corresponding service in the "Army+" application. Now, servicemen can complete documents online, without resorting to complex paper procedures. The following functions are available through the application:
- selection of contract type;
- selection of position and military unit;
- submission of a report;
- tracking the status of the application review.
For consultations on the new working conditions, a hotline is operating at the ministry at number 1519. It was previously reported that three new types of military contracts with fixed terms of service have been introduced in Ukraine, available to both civilians and already mobilized citizens.
