A new honorary award is being introduced in Ukraine — 'Hromada-Savior'. This was reported by RBC-Ukraine, citing a decree by President Volodymyr Zelenskyy. The award is intended for territorial communities whose residents have demonstrated courage, compassion, and solidarity under combat conditions.

Who can receive the award

The 'Hromada-Savior' award may be granted to communities located in frontline zones — that is, in areas where active hostilities are taking place or are possible, as well as in territories temporarily occupied by the Russian Federation. The list of such communities is officially approved.

Procedure for conferral

Nominations for the award are submitted to the President for consideration by the following bodies:

  • The Verkhovna Rada of Ukraine;
  • The Cabinet of Ministers;
  • Regional and city councils;
  • Local councils;
  • The Prosecutor General;
  • Heads of military-civil administrations;
  • Chairmen of district state administrations;
  • Deputies of the Verkhovna Rada;
  • Citizens of Ukraine.

The award is conferred by presidential decree. The same community cannot receive the award more than once.

Appearance of the award

The 'Hromada-Savior' statuette is made of copper alloys coated with jewelry lacquer. It depicts two hands holding a stylized heart, mounted on a cylindrical base. The front of the base bears the inscription 'HROMADA-SAVIOR' and an image of the Sign of the Princely State of Vladimir the Great.

The commemorative plaque is a horizontal rectangle. Its base is made of laminated composite material, onto which a rectangular white metal plate is mounted. The right half of the plate features an unrolled scroll with the text of the President of Ukraine's decree on the conferral of the honorary distinction.

The award case consists of two parts — a base and a lid that opens upwards. Both parts are covered with dark blue velvet. On the outer surface of the lid, in the center, is an image of the Sign of the Princely State of Vladimir the Great, embossed with gold foil.

History of similar awards

This is not the first honorary award for Ukrainian communities. In March 2022, Volodymyr Zelenskyy established the title of 'Hero City of Ukraine' for cities that resisted Russian invaders from the first days of the full-scale invasion. The first cities to receive this status were Bucha, Irpin, Hostomel, Mykolaiv, Akhtyrka, Volnovakha, Mariupol, Kharkiv, Kherson, and Chernihiv.

In October 2025, the list of Hero Cities was expanded: Pavlohrad, Nikopol, Kramatorsk, Sloviansk, and other communities were added.

In April 2026, the President presented awards to 14 communities across the country. Now, with the introduction of the new 'Hromada-Savior' award, Ukraine continues to develop a system for recognizing the merits of its territories in wartime.
