On October 22, 2026, a new law came into effect in Ukraine aimed at reforming the registration system for internally displaced persons (IDPs). These changes are designed to streamline control processes and the interaction between the state and citizens who have left their homes due to the ongoing conflict. According to official data from the Pension Fund of Ukraine, the introduction of these new rules does not require any immediate action from displaced persons — previously issued IDP certificates remain fully valid.

Status Preservation and Gradual Transition to a New Database

Government authorities emphasize that there is no need for mass re-registration of documents. Current IDP certificates continue to be recognized by the state as proof of status, and the procedures for receiving social benefits remain unchanged. Citizens do not need to re-register or update their physical documents.

In the future, a phased integration of data into the Unified Information Database for IDPs is planned. This step will simplify bureaucratic procedures: once the system is fully operational, IDP status can be confirmed through both traditional paper certificates and electronic extracts from the unified register, significantly accelerating the receipt of services.

Payment Prospects and Potential Risks

Financial support for displaced persons remains a priority of social policy. Benefits for October were successfully funded on October 21, and payments are already reaching recipients' bank accounts. Moreover, a potential increase in support amounts is planned for next year: the government is considering a proposal from the Verkhovna Rada's Budget Committee to increase monthly payments by 1,000 hryvnias. Consequently, aid for adults could reach 3,000 hryvnias, and 4,000 hryvnias for children and persons with disabilities.

Nevertheless, there are certain risks within the registration system. Some citizens may face difficulties in receiving benefits due to technical errors in state registers. Problems often arise when information about border crossings is recorded incorrectly, leading to automatic failures during benefit eligibility verification, even if the person has actually returned to Ukraine.

The Impact of the Innovations

The reform of the IDP registration system is part of a long-term strategy to digitize public services in Ukraine. It is expected that the transition to a centralized information database will eliminate information duplication and allow the government to allocate funds more efficiently. In the near future, displaced persons should closely monitor updates from official sources like the Pension Fund and the Diia portal to receive timely information on the launch of electronic extracts.
