The Verkhovna Rada Educational Committee has supported a bill that establishes the National Multisubject Test (NMT) model for 2027. The document provides for passing the exam under the '3+1' scheme — three mandatory subjects and one optional subject chosen by the applicant. This was announced by Committee Chairman Serhii Babak in his Telegram channel, RBC-Ukraine reports. The committee recommended that parliament adopt the bill as a basis as a whole.

'3+1' Model: Which Subjects Will Be Included in the Mandatory Block

According to the proposed model, applicants will take three mandatory disciplines, while the fourth subject can be chosen independently. Thus, the bill preserves the current NMT structure used in the current academic cycle. The specific list of mandatory subjects is not detailed in the text of the bill published by the committee; it will be fixed at the level of bylaws. For applicants, this means that the basic set of exams remains unchanged, and the choice of the fourth subject allows for taking into account the profile of the future specialty.

What Is Left to the Discretion of the Ministry of Education

The bill does not establish all operational testing parameters. In particular, the Ministry of Education and Science of Ukraine will independently determine the number of testing days, the duration of each session, the number of additional sessions, and retake conditions. This decision allows the ministry to flexibly adapt exam logistics to the specific circumstances of 2027, including the potential impact of martial law on the schedule and geography of testing centers.

Status of the Document: Why the Committee's Decision Is Not Final

The support of the educational committee is an important but intermediate stage. For the NMT-2027 model to enter into force, the Verkhovna Rada must adopt the corresponding law as a whole — that is, vote for it at a plenary meeting. Until the vote in the parliament hall, the text may be revised and the model itself adjusted. Thus, as of October 30, 2026, the committee's decision fixes the direction of the reform, but is not the final approval of the exam format.

Broader Context: Senior School Reform and Pilot Lyceums

The decision on NMT-2027 fits into a broader senior school reform in Ukraine. Starting September 1, 2026, 150 academic lyceums are already testing a new learning model for grades 10–12, which allows students to choose a profile and subjects for in-depth study. The full-scale launch of this reform is scheduled for September 1, 2027 — right by the time 11th-grade graduates will take the NMT under the new model. Simultaneously, the Verkhovna Rada adopted a law allowing 10th and 11th-grade students to complete their education in their educational institutions regardless of their legal status, removing some administrative barriers for graduates of the current cycle.
