The 2026–2027 heating season in Odesa will officially begin on November 9. This is evidenced by Odesa Mayor's Decree No. 818 dated November 4, 2026, cited by RBC-Ukraine. According to the document, central heating systems will be turned on in stages, with educational institutions, hospitals, and other social infrastructure facilities receiving heat first. The task of ensuring a phased launch has been assigned to the municipal enterprise "Odesa City Heat Supply", city departments, district administrations, and other executive bodies.
Phased launch and priority facilities
As follows from the decree, turning on the heating in the city will not happen all at once: the heat carrier will be supplied in turns, primarily directing it to social institutions — schools, kindergartens, hospitals, and similar facilities. This approach helps reduce the load on heating networks at the peak launch moment and minimizes the risk of accidents on main pipelines. That is why heat may arrive in different buildings and institutions on different days within a few days after the official start of the season.
Control and daily reporting
Responsibility for monitoring the provision of heat carriers to all residential and administrative buildings in the city, regardless of their subordination, is assigned to the Department of Municipal Economy and district administrations. Heat supply enterprises are required to report daily to the city department on the parameters of heat sources and actual heat carrier production figures. Simultaneously, Infoxvodokanal, DTEK Odesa Power Grids, and Odesağaz must provide heat sources with water, electricity, and natural gas, respectively, to prevent interruptions at the system's inlet.
Who else is joining the launch
The city authorities recommended that the Odesa Thermal Power Plant, housing cooperatives, apartment building co-owners associations, and maintenance enterprises join the phased heating launch. This means that not only the centralized system but also facilities with autonomous or cooperative heat supply must align with a single connection schedule, increasing the consistency of the launch across the entire city.
Context: how heating starts in other Ukrainian cities
Odesa is joining the general trend of starting the heating season in early November. For instance, on November 2, residential buildings began to be connected to heat in Kyiv, Cherkasy, Chernivtsi, Poltava, Zaporizhzhia, Ivano-Frankivsk, and Irpin; on November 1, the season for the population started in Vinnytsia and Sloviansk. Earlier, heat began to be supplied in Ternopil and Khmelnytskyi, and on October 30 in Lviv. In most cities, the supply of the heat carrier was also organized in stages, so the launch of heating in individual buildings took several days.
Start criteria and season features
According to current standards, heat begins to flow into apartments when the average outdoor temperature is +8 °C and below for three consecutive days, so the actual launch dates in different regions depend on the weather and may shift. Historically, the season in the capital began in late October or early November (October 20, 2022, October 16, 2023, October 30, 2024, and October 29, 2025), confirming that early November remains a typical window for starting heating in Ukraine. For Odesa residents, this means that starting November 9, radiators in social facilities and, as phased connection proceeds, in residential buildings should begin to warm up.
