A strict special regime has been introduced in the Odesa region, completely prohibiting the presence and movement of people, as well as the entry and exit of any transport in certain areas of the Black Sea coast. These restrictions were implemented by a joint order of the head of the Odesa Regional Military Administration and the commander of the Odesa operational-tactical group, issued on October 5, 2026.
Reasons for the Restrictions
The official document states that the main reason for these severe measures is the critically high threat to the lives and health of civilians due to ongoing armed aggression by the Russian Federation. Authorities emphasize the urgent need to ensure public safety, prevent sabotage, and minimize risks in coastal areas.
Exceptions and Requirements for Special Services
The new order clearly defines categories of individuals exempt from these rules. Free access to closed areas is retained by servicemen of the Armed Forces of Ukraine, the National Guard, the State Border Guard Service, the Security Service of Ukraine, the National Police, the State Emergency Service, and emergency medical care.
Patrol Powers and Rules for Landowners
The established regime grants enhanced patrols broad powers to check documents, special passes, and inspect belongings, luggage, and vehicles. Patrols have the right to detain offenders. Additionally, landowners and property users must strictly comply with the bans and report any explosive devices.
Cancellation of Previous Regulations
The adopted document completely cancels the previous regulatory act of June 11, 2026, which allowed people to stay in certain approved beach zones under safety measures. Now, lists of permitted beaches are absent, introducing a total ban on visiting the coast amid ongoing mine danger.
