A new comprehensive service has been launched in Ukraine, radically simplifying the interaction of veterans, military personnel, and families of fallen defenders with the state. Now, several important services can be obtained by submitting just one electronic application through the «Diia» portal.
The end of the era of red tape
Previously, the system required applicants to submit separate documents for each service. The process was lengthy and multi-stage: first, one had to obtain disability status, wait for a decision, and then separately submit an application for a monetary allowance. Commenting on the innovation, Prime Minister Yulia Sviridenko noted that the new mechanism eliminates these bureaucratic barriers.
Now, within the framework of a single application, one can gain access to a range of state services simultaneously. This applies to both active veterans and relatives of fallen defenders. Importantly, an application can be submitted on behalf of a child of a fallen serviceman. If the minor is under 18 years old, one of the parents submits the documents on their behalf.
How the new service works
The key advantage of the innovation is automation. Most of the necessary data will be pulled from state registries automatically. If certain information is missing from the databases, the applicant will need to add the missing documents themselves.
Application processing times have also been optimized. The status of a person with a disability due to war or the status of a family member of a fallen defender will be processed within five working days.
Results and support
After the information is entered into the Unified State Register of War Veterans, the results will be available online in the citizen's personal account on the «Diia» portal and sent via email. Approval of the application entails the automatic transfer of a one-time monetary aid to the specified bank account.
For those who have ordered social services, a personalized approach is provided: social managers will contact the applicant to help draw up an individual support plan.
Digitalization of veteran services
The launch of the comprehensive service is the next step in the digitalization of support for participants in hostilities. Previously, it became possible to add an electronic certificate to the «Diia» app immediately after confirming status in the registry, without waiting for a paper document. The «Veteran PRO» service also became available with information about veteran status and basic data from the registry.
Furthermore, veterans with a disability due to war of Group I–II can receive monetary compensation for the purchase of housing. To do this, one must register for housing and submit documents through the CNAP or the local veterans' affairs body. The amount of the payment depends on the family composition, disability group, and housing costs in the region.
