In August 2026, a new scandal erupted in the Ukrainian political and expert sphere involving the State Agency for Restoration and Infrastructure Development. At the center of attention was Yurii Sverba, Deputy Head of the Agency, who oversees procurement, integrity, and transparency issues. Journalists from the 'Kommersant' portal (citing RBC-Ukraine) published an investigation pointing to a potential conflict of interest between the official and a commercial partner.

The Scheme: From Parking Space to Public Procurement

The essence of the conflict lies in the property relations between the official and Eduard Margaryan — the owner and head of LLC 'Tekhsnabkomplekt Service' (TSKS). Since February 2025, Sverba has officially rented a parking space of 18.2 sq. m from Margaryan. Margaryan's company specializes in supplying electrical equipment and is a supplier for key state enterprises: 'Energoatom', 'Ukrenergo', 'Ukrtransnafta', and others.

Journalists note that it was precisely after the start of the parking space rental that a sharp dynamic was observed in the company's work. If before February 2025, after Sverba's appointment to the position, the company concluded only three contracts totaling about 200,000 hryvnias, the situation changed radically after he began using the parking space. During the subsequent period, LLC 'Tekhsnabkomplekt Service' concluded 26 contracts through the Prozorro system for a total amount of more than 15 million hryvnias.

Statistical Revenue Explosion

An analysis of the company's financial indicators shows impressive growth, correlating with the official's career. According to the investigation authors' calculations, the period after the start of the rental accounted for 89.7% of all contracts concluded after Sverba's appointment, and almost 99% of their total value.

The revenue dynamics of LLC 'Tekhsnabkomplekt Service' look as follows: in 2022 it was 21.98 million UAH, in 2023 it grew to 84.80 million UAH, in 2024 it reached 134.21 million UAH, and in 2025, the first full year after Sverba's appointment, it amounted to 164.37 million UAH. Thus, over three years, the company's revenue increased by approximately 7.5 times.

The Official's Property Circumstances

The investigation also touched upon Yurii Sverba's personal property. On the eve of buying an apartment of 85.8 sq. m costing about 6 million UAH, the official borrowed about 2.7 million UAH from his brother and cohabitant. At the same time, according to the materials, Sverba subsequently repaid the debts, invested funds in internal government bonds (OVGZ), and used a Volvo XC90 car free of charge, registered in the name of his cohabitant. The cost of the car is estimated at 752,800 UAH.

Contradictory Data

At the moment, we have two versions of events. The first, based on the 'Kommersant' investigation, asserts the existence of a direct causal link between property rental and the receipt of state contracts, which may indicate a corruption scheme. The second version, which may be voiced by the official's side, is that the growth of contracts is due to the objective need of energy enterprises to restore infrastructure after destruction, and the parking space rental is a standard market transaction unrelated to Sverba's professional activities.
