Intense work is unfolding within the walls of the Verkhovna Rada: tomorrow, May 28, the parliament must ratify a memorandum to receive an unprecedented €90 billion loan from the European Union. This decision will be crucial for ensuring Ukraine's financial stability and supporting its defense potential.

Urgent Ratification and the Role of the European Commission

According to RBC-Ukraine sources, citing MPs Yaroslav Zheleznyak and Olga Vasilevskaya-Smaglyuk, the process is being accelerated. European Commission President Ursula von der Leyen has already confirmed the signing of the memorandum, obliging the Ukrainian parliament to consider the document promptly. According to Zheleznyak, the relevant resolution will appear on the Rada website shortly and will be put to a vote in the morning hours.

2026 Budget and Military Expenditures

In addition to ratification, the agenda includes a vote on changes to the state budget for 2026. These amendments are aimed at increasing defense spending, which will be financed by the new EU loan. Thus, a significant portion of the funds will go towards strengthening national security.

Loan Conditions and Risks

This loan package, approved by the EU this spring, is unique in that its repayment will be made from future reparations from Russia. This year, Ukraine is expected to receive €45 billion, of which more than €28 billion is allocated for military needs. President Volodymyr Zelenskyy, after negotiations with von der Leyen, stated that the first tranche will arrive in the shortest possible time, and the date has already been determined.

However, the implementation of this plan depends on meeting the requirements of the International Monetary Fund (IMF). Recently, the parliament failed to pass a law on parcels, which was one of the IMF's conditions. This creates certain risks for the timely receipt of funding, and the situation requires further monitoring.
