A landmark moment unfolded within the walls of the Verkhovna Rada, one that could fundamentally reshape the financial architecture of Ukraine's defense. By a majority vote, deputies adopted the basic principles of Draft Law No. 15224, unlocking access to massive funding for national security. The decision was supported by 240 People's Deputies, signaling the parliament's consolidation around the issue of the state's survival.
A Trillion-Hryvnia Boost for the Front
The document provides for a colossal increase in state budget expenditures — by 1.64 trillion hryvnias. These are not just figures in a report, but real resources that will be directed toward critically important tasks: the procurement and modernization of weapons, military pay, and the protection of energy infrastructure. A significant portion of the funds, approximately 1.56 trillion hryvnias, will go directly to defense and security needs.
Special attention is paid to the funding mechanism. The project relies on support from the European Union, allowing for the redistribution of the burden and ensuring a stable flow of funds into special funds. Specifically, funding through special funds is planned to increase by 1.523 trillion hryvnias, which will provide flexibility in resource management under wartime conditions.
From Imports to Domestic Production
The financial breakthrough goes hand in hand with a technological one. Ukraine is confidently changing the paradigm: from dependence on imports to the creation of its own high-tech systems. The main focus has shifted to missile building and unmanned technologies, which have become the calling card of the modern Ukrainian army.
Production capacities are already demonstrating impressive rates. Every day, Ukrainian factories produce three "Flamingo" missiles. The transition to domestically produced engines will allow for an even greater increase in production volumes, focusing exclusively on the needs of the front. Furthermore, a domestically produced guided air bomb has been adopted into service, ready for use in real combat conditions.
