As of July 1, 2026, there are almost 3 million working pensioners in Ukraine. This was stated by the Pension Fund of Ukraine (PFU) in response to a request from RBC-Ukraine. According to the agency, a significant number of elderly Ukrainians do not stop working after receiving their pension. As of July 1, 2026, this number stands at 2.8 million people.

Recalculation mechanism and preservation of payments

It is important to note that the fact of working is not a reason to stop payments. The pensioner continues to receive money, while at the same time accumulating insurance seniority. Every year, a separate recalculation is carried out for working pensioners. In 2026, it was carried out automatically from April 1. If a person has worked for at least 24 months after the appointment of a pension or preliminary recalculation, during the recalculation, the salary they received while already on pension may be taken into account. This is done when such an option is more beneficial for the pensioner themselves.

Changes in the accounting of insurance seniority

Meanwhile, from August 2, 2026, the conditions for crediting insurance seniority for the appointment of an old-age pension in Ukraine have changed. Now, periods of work for which the employer has accrued contributions and submitted reports are included in the seniority, even if they were not actually paid. This innovation is designed to protect the rights of workers whose employers may delay payments but still officially formalize labor relations.

Risks of losing supplements for single pensioners

Previously, it became known that single pensioners risk losing the supplement for single people if adult children who have long moved out are still registered in their apartment. A lawyer explained that relatives can be deregistered through the CNAP, "Action," or the court - depending on whether the pensioner is the owner of the housing. This is particularly relevant in conditions where many pensioners are forced to work to ensure themselves a decent standard of living.

Although the official data of the PFU indicates 2.8 million working pensioners, experts note that the real figure may be higher due to informal employment. In addition, there are disagreements regarding the effectiveness of the automatic recalculation, which is conducted annually. Some experts believe that the current system does not always take into account all nuances related to changes in the standard of living and inflation.

Prospects for the development of the pension system

Against the backdrop of continuing economic challenges, Ukraine's pension system continues to adapt to new realities. The authorities promise further reforms aimed at increasing the fairness and transparency of pension payments. However, as practice shows, many pensioners are forced to rely on their own strength, continuing to work even after reaching retirement age.
