For many Ukrainians of retirement age, the question of receiving adequate support remains open. If a person has not managed to accumulate the necessary insurance experience, a classic labor pension is not granted to them. In this case, the state offers an alternative — a social assistance system, the rules of which are undergoing changes.

New requirements for work experience and retirement age

According to RBC-Ukraine, the conditions for receiving a pension are becoming stricter. Already in 2026, to retire at the age of 60, citizens will need to have at least 33 years of insurance experience. This is a significant threshold that many may not be able to overcome. If there is no work experience at all or it is less than 15 years, other rules apply. In such situations, a person does not receive a regular pension but has the right to social support regulated by the Law of Ukraine "On State Social Assistance to Persons Not Entitled to a Pension and Persons with Disabilities".

Two payment models: classic and basic

The state offers two options for financial support for those who have not reached the pension work experience threshold. The amount of assistance depends on the chosen program and the applicant's current income.
  • Classic scheme: The payment is tied to the subsistence minimum for non-working persons. The maximum amount is 2,595 hryvnias. If a person already has some small income, the state only pays the difference up to the established level.
  • Basic social assistance: This is a newer model. For a non-working person, the basic amount is 4,500 hryvnias. However, a separate calculation scale is provided for pensioners without full work experience.
It is important to note that upon reaching the age of 65, citizens with minimal work experience usually switch from Basic Social Assistance to a guaranteed minimum payment, which is equivalent to the subsistence minimum level.

Who may be refused assistance

Having retirement age and lack of work experience does not guarantee automatic receipt of funds. The state reserves the right to refuse the appointment of assistance if, upon inspection, certain circumstances excluding the right to payment are identified.

How to apply for payment

The procedure for receiving social assistance is adapted to modern realities. Documents can be filed in three ways:
  • By personally visiting the local Department of Social Protection of the Population;
  • Through Centers for the Provision of Administrative Services (TSNAP);
  • Online via the "Diia" mobile application.

Additional allowances for vulnerable categories

In addition to basic assistance, there are special top-ups for specific categories of citizens. For example, a care allowance of 1,038 hryvnias is granted only to single pensioners who meet strict criteria:
  • Reached the age of 80;
  • Have an age-related pension;
  • Do not have children or grandchildren obligated to support them;
  • Have confirmed the need for care with a medical conclusion.
It is also worth noting the support for honorary blood donors. The allowance amounts to 10% of the subsistence minimum — this is 320.90 hryvnias per month. This payment is appointed regardless of how much time has passed since the last blood donation.
