Pensions in Ukraine: Kyiv leads with nearly 10,000 hryvnias, Ternopil region lags behind

The Pension Fund of Ukraine (PFU) has published up-to-date data on the amount of payments to elderly citizens. As of April 1, 2026, the average pension across the country reached 7,236.49 hryvnias. However, the geography of payments shows a significant gap between regions.

Regional gap: from Kyiv to Ternopil

The capital remains the leader in terms of pension provision. In Kyiv, the average pension is 9,863.73 hryvnias. This is 2,600 hryvnias higher than the national average. Conversely, the lowest payments were recorded in the Ternopil region — here pensioners receive an average of 5,612.46 hryvnias.

The difference between the richest and poorest regions in this ranking exceeds 4,000 hryvnias. This means that a pensioner in Kyiv receives 75% more than their age-mate in the Ternopil region.

Growth dynamics of payments

Despite the uneven distribution, the trend of increasing payments continues. Since the beginning of 2026, the average pension amount has risen in all regions. For comparison: as of January 1, payments in the Ternopil region were 5,062.66 hryvnias, and in Kyiv — 8,981.20 hryvnias. Thus, over three months, residents of Ternopil received an increase of more than 550 hryvnias, while Kyiv residents — almost 900 hryvnias.

Changes in work experience calculation and assistance abroad

In addition to the revision of amounts, important changes have occurred in the administration of the pension system. In particular, the rules for calculating insurance work experience for the period before 2004 have been revised. Since electronic databases were not yet functioning at that time, confirmation of years of work is now carried out exclusively through paper carriers — work books and certificates from archives.

Special attention is paid to citizens residing abroad. The PFU continues to explain the procedures for arranging payments for those who have left the country. Also, for persons who have not accumulated sufficient work experience to receive a full pension, a mechanism for receiving separate social assistance from the state is provided.
