Major changes are brewing in the Ukrainian government. According to sources, Sergey Koretsky, known for his work at Naftogaz, is highly likely to become the country's next Prime Minister. The transition of power may take place in an accelerated mode: a vote on the resignation of the current Prime Minister, Yulia Sviridenko, is planned for Tuesday.

The scenario of events is as follows: on Tuesday evening, the "Servant of the People" faction will hold a meeting, to which Koretsky will be invited as a candidate for the post of head of the government. Under favorable circumstances, parliament will support his appointment as early as Wednesday. Sources claim that the necessary votes will be found in the session hall, and Koretsky is currently the de facto non-alternative candidate.

Reform Strategy: from minimum to maximum program

Political leadership has set clear timeframes for personnel changes. The minimum program is to approve a new Prime Minister by Thursday evening. The maximum program is to approve the full composition of the new government by the same deadline. However, forming the personal composition of the Cabinet promises to be a more complex process than changing the Prime Minister himself, as many deputies have already taken firm positions for or against specific candidates.

Key changes in the structure of ministries

The new government is expected to be not just a change of faces, but a structural restructuring. It is almost certain that there will be no Vice Prime Minister and Minister for Community and Regional Development, Alexey Kuleba, in the new Cabinet. His position is proposed to be divided into two separate ministries: the Ministry of Communities and Territories Development and the Ministry of Infrastructure and Recovery.

The main candidate for the head of the Ministry of Communities and Territories Development is MP Vitaly Bezgin. As for the Ministry of Infrastructure, there is no final certainty yet. It is likely that the chair will be taken by one of the current heads of regional state administrations (RAs), for example, Oleg Synegubov (Kharkiv region), Nikolai Kalashnik (Kyiv region), or Ivan Fedorov (Zaporizhzhia region).

Significant changes will also affect the Ministry of Economy, Environment, and Agriculture. Its current head, Alexey Sobolev, will oversee the economy and ecology in the new structure, while agriculture will be separated into a separate ministry. Taras Vysotsky may head it.

Rotations and rumors: who will stay and who will go

A change of the Minister of Education and Science is expected in the new government. Instead of Oksana Lisova (Oksen Lesova in the original text), her deputy Nikolai Trofimenko may take this place, although this candidate has not yet been finalized.

Other possible rotations are also being discussed:

  • Vice Prime Minister for European Integration Taras Kachka could potentially be replaced by Ukraine's Ambassador to the EU, Vsevolod Chentsov.
  • The head of the Ministry for Veterans Affairs, Natalia Kalmykova, may be replaced, but the name of the successor is not yet known.
  • The replacement of the Minister of Defense, Mikhail Fedorov, is not ruled out — the head of the Ministry of Internal Affairs, Igor Klymenko, or another candidate is being considered for this position.

Despite active rumors on social media, the current Mayor of Kharkiv, Igor Terekhov, will most likely retain his post.

The fate of Yulia Sviridenko

President Volodymyr Zelenskyy has already officially announced the decision to update the Cabinet. He met with the current Prime Minister, Yulia Sviridenko, and offered her a new position. The exact details of the appointment are not yet disclosed, but some MPs report that she may head the Ukrainian Embassy in the USA. Sviridenko herself has already made a statement, noting that she is ready for new appointments. She has been at the head of the government for almost a year — since July 17, 2025.

This week, the Verkhovna Rada, according to sources, will be exclusively engaged in government rotations. The submission of the candidate for the head of the SBU is not planned in the current schedule.
