The Pension Fund of Ukraine (PFU) has enabled citizens to apply for state social assistance remotely. The new service allows applications to be submitted via the electronic services web portal, eliminating the need for needy individuals to visit fund offices in person.
This initiative aims to support categories of citizens who are not entitled to a pension or are persons with disabilities but do not currently receive the social benefits provided by law.
Who is eligible for the payment
According to PFU clarifications, assistance is granted to citizens who do not receive a pension under the Law of Ukraine "On Mandatory State Pension Insurance". This category also includes persons with disabilities from childhood and children with disabilities who do not receive the corresponding state payments.
The key criterion for granting assistance is a low income level. The applicant's average monthly total income for the last six months must not exceed 2595 UAH. This amount corresponds to the subsistence minimum for non-working persons, established as of January 1, 2026.
An important exception has been made for persons with disabilities of Group I and children of deceased breadwinners: for them, the requirement to confirm low income does not apply.
How to apply for assistance online
The application procedure has been fully moved to the digital sphere. To begin, you must log in to the PFU portal using a qualified electronic signature (QES).
The action algorithm for the applicant is as follows:
- Log in to your personal account on the electronic services web portal.
- Go to the "Communications with PFU" section.
- Select the service "Assistance to persons not entitled to a pension and persons with disabilities".
- Specify the method of receiving funds: for postal transfer, the branch index is required; for bank transfer, account details and bank branch data are needed.
- If the right to payment depends on family income, information about family members and their earnings must be added to the application.
If necessary, scanned copies of required documents can be attached to the application. After filling in all fields, the application should be checked, signed with an electronic signature, and sent to the fund. The status of consideration and the result can be tracked in the "My Appeals" section of the personal account.
Context of social changes
The launch of the service takes place against the backdrop of major changes in the country's social policy. The Verkhovna Rada has supported a bill introducing basic social assistance for low-income families. The new mechanism will combine several types of payments into one, the amount of which will be calculated taking into account the composition and needs of the specific family.
In addition, as of January 1, 2026, the subsistence minimum in Ukraine was revised. The general indicator amounted to 3209 UAH, for able-bodied persons — 3328 UAH, and for pensioners — 2595 UAH. These changes directly affect minimum pensions and a number of social benefits.
