The Prosecutor General's Office (PGO) has completed an internal investigation into the circumstances of the foreign trip taken by former agency head Ruslan Kravchenko. This was announced by Acting Prosecutor General Anton Kovalsky during a meeting with journalists, as reported by Ukrinform citing RBC-Ukraine. According to him, the inspection established a violation of departmental instructions, which essentially constitutes a disciplinary offense for which the official should have been dismissed. Kovalsky emphasized that he did not wait for the conclusions of the Qualification and Disciplinary Commission of Prosecutors and dismissed Kravchenko after receiving the relevant application from him.

An Order Written and Signed by Himself

According to the investigation results, on September 4, 2026, Kravchenko summoned the head of the State Guard Department of the PGO and asked her for the PGO's official seal, which she kept. He kept the seal for the weekend. On September 5 and 6, the official was at his workplace: it was then, according to the investigation, that he independently wrote and printed the order for his business trip, signed it, and stamped it with the PGO seal. The basis for the trip, as established by the agency, was an invitation to a session of the Parliamentary Assembly of the Council of Europe (PACE), which, according to the PGO's assessment, was used groundlessly.

Seal and Envelope Found in the Office

On September 7, PGO employees discovered the official seal of the PGO and an envelope containing the business trip order in Kravchenko's office. The personnel department registered this document because at that time it was not yet known that the official would not return to Ukraine. Thus, formally the order had the status of being registered, but its origin — self-signed and based on a disputed invitation — became the key violation recorded by the internal investigation.

Disciplinary Offense and Dismissal

«The internal investigation established a violation of departmental instructions. In essence, he committed a disciplinary offense for which he had to be dismissed, but I had no desire to wait for the conclusions of the Qualification and Disciplinary Commission of Prosecutors,» Kovalsky stated. Formally, the dismissal was processed on the basis of Kravchenko's own application: according to open sources, on September 21, 2026, his request for dismissal from prosecution agencies was granted. Earlier, a fake report circulated online claiming that the ex-Prosecutor General had allegedly left the country «upon a phone call from Kyiv;» the PGO does not confirm this version.

The «Carthage» Case Remains with NABU and SAPO

Answering a question about the grounds for initiating criminal proceedings against Kravchenko in the «Carthage» case concerning the alleged «protection» of call center activities, Kovalsky clarified that this case is being investigated by NABU and SAPO, and if facts of legislative violations are established, he will be served a notice of suspicion. Simultaneously, personnel changes have been carried out at the PGO: a number of positions have been liquidated, and eight people mentioned in Operation Carthage have been dismissed. Thus, the issue of the former head's legal liability remains open and will be decided within the framework of separate criminal proceedings.
