During a meeting with members of the Russian Armed Forces, Vladimir Putin announced the development of Russia's own low-orbit satellite constellation. According to the Russian leader, this system is designed to ensure control over heavy unmanned aerial vehicles.

Satellite Launches Have Already Begun

Putin stated that the process of creating the Russian system, which he referred to as a "Starlink analog," has entered an active phase. He noted that the first satellites capable of handling drone control tasks were launched into orbit in 2023. Work on deploying the constellation continues in 2024 and, according to Kremlin forecasts, will actively develop throughout 2025.

Vladimir Putin emphasized that a private entity is working on the project, though he declined to name the company responsible for developing and launching the satellites.

Response to Ukraine's Actions

The Russian leader's remarks came amid news that Ukraine, in cooperation with SpaceX, has introduced a "whitelist" for Starlink terminals. This decision was made to strengthen control over the use of satellite internet in the combat zone. Moscow positions the creation of its own system as a response to the need for ensuring independent communications and equipment control.
