Detectives of the Economic Security Bureau of Ukraine have conducted an unprecedented special operation, completely liquidating a large, ramified network of illegal currency exchange offices. As a result of the operational measures, law enforcement officers seized an astronomical amount—over 630 million hryvnias in various currency equivalents. This operation has become one of the most high-profile financial investigations of recent times, exposing the true scale of the shadow market.
Scale of the Shadow Scheme and Conspiracy Methods
According to official law enforcement data, the shadow financial network operated on an incredible scale, channeling colossal financial flows. According to preliminary investigative estimates, tens of billions of hryvnias were withdrawn from the legal economic turnover annually through these underground channels. The organizers of the scheme created a sophisticated conspiracy system, including hidden vaults, disguised caches, and even specially equipped underground tunnels for moving and storing cash.
Counter-Technologies and Results of Searches
The activities of the entire illegal network were coordinated from a single management center, ensuring a high level of autonomy for individual locations. During the raid and investigative actions, detectives encountered modern security systems: a special panic button was found at the facilities, which, when activated by a signal, completely blocked access to digital media and rough financial accounting. Nevertheless, coordinated actions made it possible to conduct 30 simultaneous searches, seizing not only cash, but also mobile phones, computer equipment, and key black bookkeeping documents.

Commenting on the results of the large-scale special operation, the leadership of the Economic Security Bureau emphasized that behind the seized physical evidence lie months of meticulous analytical work and the identification of stable criminal ties. Given limited state resources, the agency deliberately focuses on liquidating the most large-scale shadow schemes that cause direct and colossal damage to the state budget of Ukraine.
