Russian job search and HR platforms will receive the official right to request verified candidate information directly through the Gosuslugi (State Services) portal. The corresponding decree of the Government of the Russian Federation has already been published on the official legal information portal, introducing a new mechanism for digital interaction between state information systems and commercial HR services.
New opportunities for candidate verification
According to the signed document, major market players such as HeadHunter and other specialized platforms will be able to automatically request data from users' electronic labor books. This measure is designed to significantly simplify the resume creation process and relieve employers from the need to manually verify the authenticity of candidates' work experience.
In addition to employment history, the integration will allow recruitment websites to receive confirmed information from Gosuslugi about applicants' education, qualification certificates, and driver's license data. This will make the preliminary resume screening process more reliable and protected against possible falsifications by unscrupulous candidates.
Personal data protection and voluntary consent
A key condition for implementing the new government decree is strict confidentiality and the mandatory obtaining of digital consent from the citizen themselves. All personal information and labor book data will be transferred to recruitment platforms exclusively after the applicant confirms their consent to the processing and provision of this information.

Despite the overall transparency of the innovation, discussions are emerging in the expert community and among lawyers regarding the security of storing and transferring such sensitive data to commercial companies. While developers and platform representatives assure the reliability of protective protocols and encryption, independent information security experts point to potential leakage risks during large-scale integration of state databases with external commercial APIs.
