The Cabinet of Ministers of Ukraine has approved a resolution on new rules for reserving liable-for-military-service employees, which includes changes to quotas for defense-industrial complex (DIC) workers, setting it at up to 95%. This decision aims to balance the needs of the frontline with the uninterrupted production of weapons for the country's defense forces.

New Rules and the Ministry of Defense's Stance

The Ministry of Defense of Ukraine emphasized that the country needs weapons, and for their production, defense enterprises require personnel, stable contracts, and clear operating rules. The department's position is clear: reservation must be retained for DIC workers who are genuinely involved in producing weapons and other military equipment.

Defense Minister Yevhen Khmara stated that enterprises must have the ability to plan their work, retain specialists, and scale up production. At the same time, the ministry stressed that reservation must not become a tool for abuse, requiring transparency and an honest dialogue between the state and business.

Balancing the Frontline and the Rear

According to the defense leadership, the state needs both the people defending Ukraine on the front lines and the specialists providing them with weapons. The task of the state is to create conditions where both components of national defense work effectively and fairly.

Prime Minister Serhii Koretskyi previously reported that the maximum employee reservation quota will no longer be 100%, which will also apply to the energy sector and DIC enterprises. Currently, the Ministry of Defense and the Ministry of Economy, together with businesses, must elaborate all conditions so that the government can approve a transparent and effective mechanism by December 1.

Significance of Changes and Next Steps

The approval of the new reservation quotas and rules marks a transition to stricter regulation of personnel issues in critical economic sectors. The stability of defense enterprises during mobilization processes will depend on the effectiveness of the mechanism introduced by December 1.
