On June 10, a new drone attack occurred in the Samara region targeting Russian energy infrastructure. As a result of the strike, the Kuybyshev Oil Refinery — a key enterprise within Rosneft — was forced to completely halt operations.

The strike took place on the morning of Wednesday, June 10. The Governor of the Samara region confirmed the drone attack on the region. According to two sources in the oil and gas industry, the strike caused equipment damage and triggered fires on the refinery grounds.

Shutdown of Critical Units

Following the attack, two primary oil processing units — CDU-4 and CDU-5 — were shut down. Each unit is capable of processing approximately 10,000 tons of raw material daily, equivalent to about 73,000 barrels. This means the refinery's daily processing volume has decreased by more than 146,000 barrels.

Part of a Unified Hub: Consequences for the Entire System

The Kuybyshev Refinery is part of Rosneft's Samara refining hub, which also includes the Novokuybyshevsk and Syzran refineries. However, the Syzran Refinery has been out of operation since May 21, having been damaged in a previous drone attack. The Novokuybyshevsk plant, which was struck in April, has also not yet resumed full operations.

2024 Production Figures

In 2024, the Kuybyshev Refinery processed 4.7 million tons of oil — approximately 94,400 barrels per day. From this volume, the following were produced:

  • 0.8 million tons of gasoline;
  • 1.4 million tons of diesel fuel;
  • 1.3 million tons of fuel oil.

The shutdown of the refinery implies a temporary loss of a significant portion of these volumes, which could impact logistics and fuel supplies within the region and beyond.

Context: A Series of Strikes on Russia's Energy Sector

The attack on the Kuybyshev Refinery is part of an ongoing series of strikes against Russia's energy infrastructure. On June 8, Ukrainian Defense Forces struck three major oil facilities:

  • The Grushevaya transshipment oil depot in Krasnodar Krai;
  • The Krasnoarmeysk oil pumping station in Saratov Oblast;
  • The Krasny Yar production and dispatch station in Volgograd Oblast.

According to the General Staff of the Armed Forces of Ukraine, all three facilities sustained significant damage. These strikes demonstrate the systematic nature of attacks on Russia's fuel and energy complex, aimed at reducing its throughput and production capacity.

The situation remains dynamic: the restoration of operations for the shut-down units and plants depends on the scale of damage, availability of spare parts, and safety conditions at the sites.
