In Kyiv, in the Lukyanivka district, traces of a devastating attack that occurred on the night of May 24th remain visible. A massive shelling by Russia caused extensive damage to infrastructure: the "Kvadrat" shopping center burned down, a residential building and a metro station were damaged. However, the most striking symbol of loss became the Lukyanivka Market, which turned into a pile of rubble and has not yet returned to full operation.

Private ownership and bureaucracy

Despite the obvious need for restoration, the process of clearing up the aftermath of the attack is dragging on. According to the Department of Industry and Entrepreneurship Development of the Kyiv City State Administration (KCSA), a key factor hindering reconstruction is the status of the facility. The "Lukyanivka" market is privately owned by the company LLC "Kvitkova Halavyna".

City authorities emphasize that they do not have the right to directly intervene in the restoration process or force the owner to take action. The department explained that it is the owner who must initiate the documentation process, including survey results, to record the actual extent of the damage. These steps are necessary to launch procedures provided for by the Law of Ukraine "On compensation for damage to and destruction of certain categories of real estate objects".

Waiting for the owner's decision

As of June 16, 2026, the situation remains uncertain. In a response to the RBC-Ukraine editorial office, the KCSA noted that the owner has not yet made a final decision regarding the capital reconstruction of the market. The only active process at the moment is the clearing of the territory, which the market administration is carrying out to organize trade, however, the scale of these works does not yet allow speaking of a full resumption of activities.

The question of possible allocation of funds from the city for the restoration of the object was left unanswered by the Department, citing the private status of the property.

Public reaction

The inaction of the owner and the delay in restoration have caused a stir among local residents. Kyiv residents initiated the creation of a petition calling on the authorities to speed up the process of reviving the market. The document has gathered the required number of votes and is currently under consideration by the KCSA, however, given legislative restrictions, the influence of the city administration on private business remains limited.
