Russian companies with state participation have recorded a record surge in expenditures on acquiring landline telephone sets. According to analytical data for January–August 2026, the total cost for these purposes reached 118 million rubles. This figure demonstrates an increase of more than three times compared to the same period last year, drawing close attention from market experts to changes in corporate communication strategies.

Causes and Scale of the Procurement Boom

Despite the multiplefold increase in financial investments, the number of procurement procedures conducted grew far less radically. According to statistical data from specialized platforms, 3,595 tenders were organized during the first eight months of the current year, exceeding last year's figures by only 12.5%. This disproportion indicates that state-owned companies have begun purchasing more expensive, technologically advanced, and large-scale fixed communication systems rather than simply increasing the quantity of basic devices.

The bulk of expenditures fell directly on state-owned entities, which channeled about 116 million rubles into these purposes. Analysts attribute this trend to the need to ensure uninterrupted operations at critical information infrastructure facilities, where requirements for security and data transmission channel control are paramount.

Factors of Technological Transition and Communication Risks

Experts highlight two key reasons for returning to stationary devices. The first lies in regular restrictions and disruptions of mobile communications and the Internet, against which wired lines remain an independent, predictable, and secure tool for operational interaction. The second reason stems from strict corporate security requirements: stationary IP systems allow centralized traffic administration, access differentiation, call recording, and integration with internal dispatch services.

While analysts record large-scale government procurement as a response to infrastructure risks and mobile network restrictions, some market participants note a parallel growth in consumer demand. In particular, the management of Rostelecom in the spring of 2026 noted an increase in private subscribers' requests for the installation of home phones, positioning them exclusively as backup communication tools. However, on the international arena, a diametrically opposite process is observed: for example, in the summer of 2026, Finland finally disconnected its last major traditional wired telephone network, highlighting the uniqueness of Russia's telecommunications development path.

The introduction of modern stationary devices into the corporate sector does not mean abandoning advanced digital technologies. Most of the purchased devices operate within secure corporate IP networks, providing a high level of reliability and manageability under modern challenges.
