On the night of Tuesday, November 3, Russia launched a massive missile and drone strike against Ukraine, using ballistic missiles, cruise missiles, and attack UAVs. Explosions were reported in several regions simultaneously: Dnipropetrovsk, Vinnytsia, Khmelnytskyi, Rivne, and Kharkiv regions. According to air defense monitoring channels, the attack involved at least 18 ballistic and hypersonic missiles, including Iskander-M and, preliminarily, hypersonic Zircon, as well as Kh-101 cruise missiles launched from Tu-95MS bombers and Geran-5 jet drones. Energy infrastructure was once again the primary target of the aggressor.

Dnipro: Hospital, Police Department, and TPP Under Attack

The most severe consequences were recorded in Dnipro. According to city mayor Borys Filatov, the attack damaged a hospital, a residential neighborhood, and a police department, with a direct hit on a four-story apartment building. The Prydniprovska Thermal Power Plant was also struck. Oleksandr Hanzha, head of the Dnipropetrovsk Regional Military Administration, reported five wounded, two of whom are elderly and hospitalized in serious condition.

Kharkiv: 73 Casualties Following Hit on Medical Facility

In Kharkiv, an enemy missile hit a medical facility, specifically the passageway between hospital buildings. According to official data, at least 73 people were injured, including patients, medical staff, and residents of neighboring buildings. Windows were blown out, and the facade and individual wards were damaged at the medical facility; another medical institution and a medical laboratory were also affected, with glazing blown out in 10 multi-story apartment buildings and 13 cars damaged. Due to infrastructure strikes, the city was partially left without hot water and heating.

Energy Sector Under Fire: Outages and Threat to the Heating Season

In the Vinnytsia region, strikes hit energy infrastructure—specifically, according to monitoring channels, the Ladyzhyn TPP and Zelenodolsk TPP. Many settlements in the region were left without electricity; Vinnytsiaoblenergo introduced outage schedules. According to RMA head Vitaliy Bunechko, more than 180 subscribers lost power. No fatalities or injuries were reported from this attack. In the Khmelnytskyi region, according to RMA head Serhiy Tiurin, the roof of an apartment building, two apartments, two cars, and the windows of a house opposite were damaged. In the Rivne region, one of Ukrenergo's substations was damaged by a strike. Emergency power outages were introduced in the Kyiv and Dnipropetrovsk regions due to the massive shelling.

Context: Strikes Amid Preparation for Cold Weather

The massive attack occurred during the period of preparation for the heating season, which increases the burden on the energy system and housing and communal infrastructure. The Air Force of the Armed Forces of Ukraine warned at night about the threat of ballistic weapons being used, with missiles flying from multiple directions. Local authorities continue to assess the scale of destruction and provide assistance to the victims; exact data on losses and damaged facilities is being clarified.
