In 2027, the Russian government may significantly update the list of domestic software required for pre-installation on Smart TVs. According to a draft resolution prepared by the Ministry of Digital Development of the Russian Federation, the national application store RuStore is planned to be added to this mandatory list.
Ministry Plans and Implementation Deadlines
As outlined in the official regulatory portal documents, the ministry is required to submit final proposals regarding adjustments to the mandatory software list by March 1, 2027. This measure aims to guarantee uninterrupted access to Russian digital services and media platforms directly on television screens.
Overcoming Foreign Restrictions
The Ministry of Digital Development emphasizes that embedding RuStore into smart TV operating systems will establish the necessary legal and technical framework. This will allow the successful integration of applications that are currently unavailable or blocked in foreign stores such as Google Play and Google TV.
Voluntary Status and Recent Ownership Changes
Despite the factory pre-installation mandate for hardware manufacturers, the ministry clarifies that using RuStore remains entirely voluntary for device owners. It is also worth noting that shortly before this initiative, RuStore changed hands when VK holding sold the asset to developer company director Dmitry Pankrushev.
