The Cabinet of Ministers of Ukraine has published data on the salaries accrued to the government leadership for May 2026. It turned out that actual payments after tax deductions ranged from 109 thousand to almost 129 thousand hryvnias. These figures significantly exceed the average wage level in the country.

Income leader: Denys Shmyhal

The highest salary among government members was received by the First Deputy Prime Minister — Minister of Energy Denys Shmyhal. He received 128,933 hryvnias net. The total accrued amount was 167,446 hryvnias. A significant portion of this income was formed by payments for official business trips.

Income of the Prime Minister and Deputy Prime Ministers

Prime Minister Yulia Sviridenko received 109,097 hryvnias "net" in May. Her accrued salary amounted to 141,685 hryvnias, of which more than 32.5 thousand hryvnias was paid in taxes and military levy.

The same amount of actual payments — 109,097 hryvnias — was received by three Deputy Prime Ministers:

  • Aleksandr Kuleba (Deputy Prime Minister for the Restoration of Ukraine);
  • Taras Kachka (Deputy Prime Minister for European and Euro-Atlantic Integration);
  • Tatyana Berezhna (Deputy Prime Minister for Humanitarian Policy).

State Secretary and his deputies

State Secretary of the Cabinet of Ministers Konstantin Maryevich received 101,249 hryvnias after tax deductions. His salary included allowances for years of service and work with documents containing state secrets.

Deputies of the State Secretary received from 66.5 thousand to almost 95 thousand hryvnias. The largest amount among them was paid to Pavlo Polyansky — 94,880 hryvnias, and the smallest to Volodymyr Fedorchuk, who received 66,455 hryvnias.

What makes up the income of officials

The amount of payments depended on several factors: allowances for years of service, rank, work with secret documents, as well as vacation pay and other additional accruals. It is precisely these elements that explain the differences in income even within the same level of management.

Comparison with average salaries in the country

For context: the average salary in Ukraine at the beginning of 2026 was 28,885 hryvnias. Thus, the actual salaries of government members exceed the average wage level in the country by approximately 3.8–4.5 times. The highest salary among officials in May was received by Denys Shmyhal, whose income exceeded the national average by almost 4.5 times.

These data demonstrate not only the scale of the gap between the incomes of high-ranking officials and the average citizen, but also the structure of wage formation in public service — where significant roles are played not only by basic salaries, but also by additional payments related to the nature of work and the status of the position.
